PORT CONSULTANTS
David Hallett has 40 years of professional experience in the UK and overseas, some in remote locations, in strategic planning, feasibility evaluation, design, project and programme management, construction, operations, maintenance, management advice and training related to a wide range of heavy civil engineering and building developments. Projects for both private sector and aid-funded clients have included all types of ports and harbours, leisure marinas, breakwaters, dredging and reclamation, port infrastructure, coastal works, highways and bridges, barrages and canals, in addition to a range of buildings.
Principal experience has been in consultancy but with earlier periods in local government, contracting and secondment to overseas port authorities. Planning and development of ports, harbours, and marinas, and advice in regard to their operation and management, have been principal specialities, including in recent years advice in relation to commercialisation / privatisation of former State assets, alternative funding / procurement methods, institutional restructuring and facilities management. |
