As the Competent Harbour Authority (CHA) for the tidal Thames, the PLA defines the standards for training and competence of Thames Watermen and Lightermen. A major review of training and competence standards was undertaken, with input from IPC, to ensure that these remained fit for purpose and appropriate for the present day and the future.
